Message from Mayor Kleem
Election Day is Nov. 8. There are important national, state and local candidates on the ballot. But there also are local issues to consider too.
Berea has four issues on the ballot. One is an important levy renewal for operating funds and three are proposed charter amendments. Issue 6 is a 4.1-mill operating levy that provides funding for our police, fire and service departments. This is a renewal levy that has been on the books since 1975. Voters have generously renewed it every five years. When it was first passed, the levy assessed 41 cents for every $100 of home valuation. Over the years, that has been reduced to only 8.3 cents on every $100 of valuation. Ohio law dictates that levies can never generate more funds than when they were originally passed. That means that even though home values may increase, existing levies cannot collect more in taxes. The owner of a home with a market value of $100,000 will pay $26.73 a year in property taxes if Issue 6 is again renewed. That is NOT an increase in taxes.
The Charter Review Commission, made up of Berea residents, met over several months earlier this year to study our City Charter and make recommendations for changes. The Commission with the approval of City Council has made three proposals.
Issue 7 would increase City Council terms from two years to four.
Issue 8 would change how Council members are notified about special meetings. Right now, they are notified by hand-delivered letters. This proposal would allow Council to change that, perhaps to electronic messages, such as e-mail.
Issue 9 calls for non-partisan elections.

Berea Animal Rescue
The Berea Animal Rescue is in need of foster homes for kittens and cats and occasionally dogs and puppies. Volunteers needed, contact Jane at 216-443-1670 for more information. Training, supplies and cages provided.
